Exchanges Shift Risk to Consumer

Insurance exchanges are not new but the Affordable Care Act (“Obamacare”) has pushed them into the spotlight as the troubled rollout of healthcare.gov dominates headlines. Gruppo Marcuci (GPM) was included in an article in Crain’s Chicago Business in mid-November, quoting GPM founder Rhonda Marcucci regarding the impact of high deductible plans on health care reform. More and more employers are looking to private exchanges as a means to better manage their cost of providing health care benefits to employees. “By making employees put more skin in the game, employers hope to create more engaged, price-conscious health care shoppers who are more likely to think twice before opting for big-ticket medical care if they can see the full hit to their wallets.”

Rhonda Marcucci, who advises employer groups and industry players on how to better engage employees, agrees. “High deductible plans are forcing employees to be better consumers. Such plans will force true health care reform.”

While the Crain’s article points out a number of large Chicago-based companies moving to private exchanges, it is the employees of small and mid-size firms that stand to benefit the most from participation in an exchange as they are more vulnerable to larger rate hikes and, traditionally, may have had fewer options from which to select their benefits.

Buy-in to exchanges by employer groups is expected to grow rapidly. Crain’s cites an Accenture report that projects by 2018 the number of Americans who get health benefits through their employers will increase to 40 million, up from 1 million in 2014. Read the full Crain’s article
